Candidates for general secretary of the OAS propose solutions

The candidates for general secretary of the Organization of American States (OAS) Albert Ramdin, of Surinam, and Rubén Ramírez Lezcano, of Paraguay, propose solutions to the problems of democracy, migrations and even the need to overcome the budget crisis of the OAS.
