La Guaira modernizes fines system during Carnival 2025




Anticipating the influx of temporadists during the carnivals, the La Guaira state governorate has announced the implementation of a new digital system for the application of fines under the Law of Citizen Coexistence, replacing the traditional use of Talonarios.

This innovative system, which will come into operation during the 2025 Carnival season, will allow the authorities to register road infractions through mobile devices, speeding up the process and facilitating the payment of administrative sanctions.

«This new system comes to guarantee the entire process effectively and auditably, which generates a technological transparency and progress,» said Government officials.

System operation:

  • Digital record: By committing an infraction, the authorities will register the sanction in the digital system.
  • Electronic Notification: The offender will receive an email with the details of the infraction and the instructions for the payment.
  • Digital ballot: The system will provide a digital ballot with information on the legal basis of the fine and payment options.
  • Payment monitoring: The application will monitor the payments, giving a period of 15 business days to meet the sanction.
  • Vehicle retention: In case of non -compliance, vehicle will proceed.

The Guaira governorate expects this digital system to promote compliance with traffic standards and improve road safety during the Carnival season and onwards.
