Trump partially restricts Cuban travelers to the US

President Donald Trump partially restricted this Wednesday the entrance to the United States of Nationals of Cuba to a measure that includes the total prohibition for 12 other countries, and parties, to seven, including the island.

Trump said in A proclamation Published by the White House that after the review of a report commissioned to the Secretary of State Marco Rubio, «and after considering the objectives of foreign policy, national security and anti -terrorism of the United States,» he determined to completely restrict the entry of nationals of Afghanistan, Burma, Chad, Republic of Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, Sudan and Yemen.

The partial restriction, which includes Cuba, also affects nationals from Venezuela, Burundi, Laos, Sierra Leone, Togo and Turkmenistan.

«These restrictions distinguish, but they apply both to the entry of immigrants and that of non -immigrants,» says the document.

On the specific case of Cuba, he recalled that this is a sponsoring state of terrorism, and that his government does not cooperate or share enough police information with the United States.

«Historically, Cuba has refused to accept the return of its nationals subject to deportation. According to the report of extra-limited stays, Cuba had an extra-limited permanence rate with visas B-1/B-2 of 7.69 % and an extra-limited permanence rate with visas F, M and J of 18.75 %,» said the president.

Consequently, he ordered the suspension of the entrance to the United States of Cuban citizens, both immigrants and non-immigrants, with visas B-1, B-2, B-1/B-2, F, M and J, and said that consular officials will reduce the validity of any other non-immigrant visa issued to nationals of the island to the extent that the law allows.

On Venezuela, he said that the South American country «lacks a competent or cooperative central authority for the issuance of passports or civil documents, and does not have adequate measures of selection and research.»

Trump pointed out that, historically, Venezuela has refused to accept the return of its deported citizens. According to the report of stays exceeded, Venezuela had a permanence rate in the country of 9.83 % with expired B-2 visas, he said.

A matter of «National Security»

«We cannot allow open migration from any country where we cannot carry out a safe and reliable evaluation and control,» Trump said in a video statement about his executive order shared by the White House on his social networks.

The proclamation issued on Wednesday part of an investigation commissioned by President Trump to senior members of his administration, following the policy of protecting Americans from foreigners who try to commit terrorist attacks, threaten national security, adopt an ideology of hate or otherwise exploit immigration laws for malevolent purposes.

«I instructed the Secretary of State, in coordination with the Attorney General, the Secretary of National Security and the Director of National Intelligence, to identify countries worldwide whose information on verification and background investigation is so poor that it justifies the total or partial suspension of the admission of its nationals, in accordance with section 212 (f) of the Immigration and Nationality Law (INA), 8 USC 1182 (F),» Trump said.

He added that after completing this process, the Secretary of State determined that several countries continue to present deficiencies in the background verification and investigation. Many of these countries, he said, have also taken advantage of the United States by exploiting their visa system and not accepting their nationals subject to deportation.

«As president, I must act to protect the national security and national interest of the United States and its people,» Trump said, while assuring that he will maintain his commitment to collaborate with the countries willing to cooperate to «improve the procedures for the exchange of information and identity management, as well as to address the risks related to terrorism and public safety.»

«Citizens of some countries also represent a significant risk of remaining in the United States longer than allowed by their visas, which increases the burden for immigration and application departments and, often, aggravates other risks related to national security and public safety,» Trump said in proclamation.
